Consultant for Finance and Admin Support - Public Health Advocacy
1. Background:
Noncommunicable diseases (NCDs) account for about 41 million deaths per year, or 71% of worldwide mortality, and have a considerable impact in low- and middle-income countries, including Pakistan. Over 40% of Pakistanis are obese or overweight, and 37% have hypertension, placing the country third in the world for type 2 diabetes incidence. Unhealthy dietary habits, include excessive consumption of The Pakistan National Heart Association (PANAH) is actively campaigning for evidence-based policies to reduce the use of ultra-processed food and beverage products (UPPs) rich in salt, sugar, saturated fats, and trans fatty acids. By increasing awareness about the health concerns associated with these goods, PANAH hopes to influence public health initiatives and legislative actions that encourage healthier eating habits and battle the rising prevalence of noncommunicable illnesses. PANAH works collaboratively with government entities, health organisations, and the community to create a healthier environment for all Pakistanis. The policies include:
a. Taxing Beverages Sweetened with Sugar
b. Warning signs and labels on the front of the packaging (FOPWL)
b. Limitations on marketing
d. The school food policy and the atmosphere for a healthy diet.
In order to achieve these goals, PANAH is looking for a highly skilled and experienced consultant to help with organisational policy manuals and procedures, as well as to develop staff ability to boost administrative and financial responsibilities. The PANAH General Secretary, Sana Ullah Ghumman, receives direct reporting for this position.
2. Range of the Work:
The following duties will be performed by the consultant:
Examine the organization's current policies, processes, and practices in detail.
Determine the holes, contradictions, and areas that need work.
Talk to senior management, employees, partners, government agencies (FBR, EAD, etc.), auditors, and staff members to get their opinions and thoughts.
To learn about the needs and preferences of the organisation, interview PANAH leadership and key staff.
Create draft policy documents for procurement, finance and accounting, and human resources.
Make sure that PANAH's vision and values are reflected in its policies.
Make sure that policies comply with Pakistani laws.
Add industry standards and best practices to the guides.
Distribute draft manuals to pertinent parties so they can offer comments and suggestions.
Include suggestions and update the manuals as needed.
Make sure all policies are uniform, coherent, and clear.
Create the policy manuals' final versions in print and electronic media.
Give instructions on how to distribute and use the manuals inside the company.
Support the project administratively and financially while making sure that all applicable rules and regulations are followed.
Provide organisational staff training to guarantee the manuals are implemented smoothly.
Work closely with the project personnel to assist budget monitoring and guarantee accurate financial reporting, especially with the Finance Manager.
Provide PANAH employees with the necessary training to create proposals, reports, and other project documentation.
Examine all of the subcontracts and staffing arrangements, and make suggestions for enhancements.
Examine the current templates for employees, consultants, and other contractors, and create new ones that comply with PANAH regulations.
Examine audit reports and financial software, making use of audit findings to pinpoint software deficiencies and areas in need of repair.
Determine which organisations need assistance adopting the new financial software.
Instruct the vice president of finance, project manager, and finance staff on how to use the new program. Maintain your handholding to make sure everything goes smoothly.
Provide suggestions to guarantee openness and adherence to PANAH's vision.
Fulfil any additional responsibilities given by PANAH that fall under the project's purview.
3. Deliverables:.
The consultant will provide the following:
The Human Resources, Finance and Accounting, and Procurement guides are all in draft form.
Finalised manual versions that incorporate feedback and revisions.
Recommendations for manual implementation and dissemination.
Training for organisational personnel on operating manuals and new financial software.
Training report for organisational staff on operating manuals, with recommendations.
Training report for organisational personnel on new financial software, with recommendations.
Create staffing and contract templates.
4. Qualifications:
The ideal candidate should have the following qualifications.
Proven expertise designing and executing organisational policies and guides, notably in the fields of human resources and finance.
Knowledge and experience with financial software systems.
Strong awareness of best practices for policy formulation and organisational growth.
Proven ability to develop and execute improvements to internal operational and financial controls and processes.
Outstanding analytical, communicative, and interpersonal abilities.
Ability to operate independently and effectively with a variety of stakeholders.
Experience in the healthcare or non-profit sectors is preferred.
5. Duration:
The consulting is planned to begin on October 1, 2024 and end on January 31, 2025, and will consist of five (5) full days, or 40 hours per week.
