CHILD SAFEGUARDING

ROLE PURPOSE: The Field Engineer (Shelter and WASH) will be in charge of designing, implementing, monitoring, and evaluating Shelter and WASH infrastructure development and renovation projects in communities in Pakistan that Save the Children is targeting for hygiene promotion. The position is focused on WASH and Shelter project activities, particularly those involving refugees and host communities, as well as the integration of health, hygiene, and Cash for Work activities into WASH and Shelter programs in Quetta district, Balochistan Province.
SCOPE OF ROLE:
Reports to the Project Coordinator.
Budget responsibilities: No.

Key Areas of Accountability:
Need Assessment:
Be in charge of the technical aspects of Shelter and WASH needs assessments, as well as the selection of target communities and Shelter/WASH facilities to be rehabilitated and/or built in the project, using technical feasibility studies, household level questionnaires, focal group discussions, facility and site visits, and interviews with key members of the community.
Program Design and Implementation:
Be in charge of the design, development of work requirements and quotations, follow-up, and assessment of activities linked to the building of shelter and WASH infrastructures in public institutions and communities, such as
Construction or restoration of shelter and sanitation facilities.
Construction or renovation of drinking water infrastructure (hand dug wells, boreholes, pipe networks, reservoirs, RO/Filtration Plants drinking water treatment devices).
Technical training for community volunteers, members of Shelter and WASH committees, and government employees.
Planning, organising, and monitoring community mobilisation in target communities on issues concerning shelter and WASH facility development, operation, and maintenance.
Assume responsibility for developing the technical aspects of the internal purchase order and tender papers for the construction and renovation of shelter and WASH facilities.
Take responsibility for the quality control of Shelter and WASH items purchased by Save the Children and its subcontractors.
Site management entails general monitoring of contractors and the protection of children on construction sites, as well as community participation.
Validate the contractors' progress and quality of work, and interact with administration and logistics to assure payment.
Designing, implementing, and organising training for the construction of tiny shelters and WASH facilities at the household level.
Follow-up logistics site supervision in the event of Save the Children's direct intervention for small-scale works (repair of water supply, points, or latrines, for example).
Other duties assigned: Follow up on the actions of Save the Children's local partners (such as local NGOs or governmental agencies) in the field of shelter and WASH facility construction, and assist in their capacity building as needed.
Monitoring, Evaluation, Accountability, and Learning:
Use quality checklists to ensure that the contractor's WASH infrastructure building and restoration work adheres to Save the Children's quality standards.
Plan and manage weekly/monthly data reporting to track standard project and strategy metrics (number of beneficiaries, number and type of activities completed).
Reporting:
Writing a weekly report to the line manager and giving verbal reports as needed.
Integration, coordination, and transversal aspects:
To ensure the long-term viability of the infrastructure developed, integrate construction activities with hygiene promotion and community participation components.
Coordinate shelter and WASH construction initiatives with other Save the Children sectors to ensure that activities take place in the same geographical area and for the same beneficiaries.
Coordinate shelter and WASH building initiatives with various local players (both governmental and non-governmental).
Ensure that disability inclusion, gender, child protection, HIV, the environment, and other cross-cutting issues are integrated into the design, implementation, and development of WASH construction activities, as well as that activities take into account the needs of specific groups and individuals, particularly children, the elderly, and people/children with disabilities.

QUALIFICATIONS
B.Sc Civil Engineering, Diploma of Associate Engineering (DAE Civil)
Experience and Skills
Required:
Professional experience of at least 5 years, including a minimum of 3 years in WASH infrastructure construction in a humanitarian or development setting.
Organisational, coordination, and planning skills
Good computing capabilities.
The ability to listen and adjust
Good interpersonal skills.
Good knowledge of the native language.
Fluent knowledge of spoken and written English and Urdu.
